For operatives without an email address. They sign in at http://localhost:3020/operative with their Operative ID and a 6-digit PIN, and start their day from the Today screen. Save the link to their phone's home screen.
Leave PIN empty to generate one. After 5 wrong PINs the ID locks for 15 minutes.
Skills influence the suggestion ranking only. A missing skill lowers a technician's position in the list — it never blocks an assignment. Only certifications block.
A missing or expired required certification blocks assignment outright — enforced by a database trigger, not just by this screen.
